Let's review the parts of the episode that had nothing to do with Belle and Shawn leaving. First there was silliness with John and Rolf going over his diction lessons. Then there is even more silliness as John deals with a man called Hollingsworth, who he manages to bribe into making sure that the Kiriakis cargo never successfully gets on shore. Max, of course, somehow is involved. He is the one unloading the boat which promptly gets reloaded.
Max, being the good and honest sort, immediately calls Philip to alert him what is going on. Philip goes into action and calls Victor, who suspects that John is influencing Mr. Hollingsworth. There's a back and forth between Mr. H and Mr. K which does not go so well for Victor, to say the least.
Ah, and the silliest thing of them all - which really does relate to Belle and Shawn leaving. They go to see John to tell him that they are leaving. He asks about their boat situation and they say that they don't have a boat. He offers to buy them a boat and there is plenty of back and forth as there always is before they agree to let him buy the boat.
It's kind of sad how once it is clear that Bo is okay, they just decide to leave the way they do. Belle and Shawn should not have been written off the show at this point. Way too early, imho. Way too early.
